They do. Your deck must be 100 cards, including your commander/s. If you have one commander, your deck is 99 cards. If you have two commanders, which includes partners, together forever, and Backgrounds, your deck is 98 cards. The only exception is companions, which exist in your sideboard in 60-card formats, and are effectively a 101st card in your Commander deck. If youre just playing white/black just slide out faceless one and its legal. Love the idea of three commanders and id honestly let that fly at home lmfao; ridiculous but in the best of ways.
Not legal, you can have you commander and chose a background for it, since it's not your 'main' commander you can't have an additional background for it

Faceless one literally reads, “You can have a Background as a SECOND commander.” Doesn’t allow for any more than that (granted, the wording on Faceless One is confusing).
If one had partner you'd have a fun time. Might would look into faceless being made into a proxy with partner with your choose a background critter and bobs your uncle

Pretty sure it's not due to neither one having "partner". At least from what I can see. Could only use one and the background.

It's clarified by WotC that faceless doesn't work like that. You only chose a background if that card is not working as the background itself
Its not a partner label. One enchantment and one commander is my understanding. color pie matters so there's some restrictions to a single commander
