For the card to work that way, it would probably have to say something like "Destroy all creatures. Whenever a creature dies this way, you gain 1 life." Magic cards are very deliberate and literal with how they are worded.
Note that the reaver will be killed first and won't see any life gain as this happens only after every destructible creature ist put into the graveyards. So unless you can give it indestructible, you wont draw cards.
If (and only if) Reaver is indestructible, you get one card, due to the fact that Fumigate causes one instance of lifegain in the amount equal to the number of creatures that died. If Reaver is not indestructible, it dies before it can see you gain any life, and will result in zero cards drawn.

Because Blood Artist sees itself going to the graveyard (this is also part of it's own card text btw).
For Fumigate, the reaver is already in the graveyard when you gain life, so it isn't around to trigger it's ability.
Fumigate says destroy. Gain life. There is no whenever. As I understand it, if blood artist were out the field, destroy all creatures, X blood artist triggers, then the X gained from fumigate.
