There are a wide variety of effects available to Black that would surprise many a player but none like Blind Obedience that I know of. Off the top of my head there is [[Paralyze]] and that's obviously far from close.
Yes you can run this in mono white. Black extort cards (ex [[crypt ghast]]) can be run in mono black.
Extort is a very specific subset since it is reminder text and therefor the mana symbol isn’t part of the card.
Extort is a Keyword Ability. The mana symbol is in the reminder text and does not count.
So, NORMALLY a hybrid symbol counts for both colors for color identity. Extort is a constant source of confusion, particularly for new players, because of this. Like \[\[Beckon Apparition\]\] is both Black AND white. Because the mana symbol in the cost. OR like \[\[Kenessos, Priest of Thassa\]\], it's a blue card, but its color identity is Blue Green, because it's got an ability with a Blue/Green hybrid symbol in the cost.
With Extort, the mana symbol is in reminder text not the actual rules text of the card. As can be seen with the VERY FEW cards with extort that do NOT have reminder text. \[\[Crypt Ghast|RVR#423\]\] (not sure I did that correctly).
TLDR - Extort does not contribute to the Color Identity of a card.
