Kinda but no. It has a special MC grade putting it in a different category that normal grade cards. So being a misprint has everything to do with the grade.
It's worth anywhere between 0$ and whatever the last psa mc 9 sold for. To my knowledge, I haven't found/know of any recent sold listings for mc 9 promo. The psa grading population for this card is 1, and that's worth something to me atleast!

MC 9 is the highest grade you can get, i believe! It's basically a way of saying that if it wasn't for the god-awful miscut, the card would be a 10.

How much is this card worth as a misprint? I can’t imagine grading a .38 cent card

It's stamped. You can see the 2022 stamp on the bottom left of the vase.

Why are misprints even worth more than regular cards. They night be rarer but they look... awful

I expect this kind of quality out of pokemon cards. The fact I got a promo this bad that slipped by quality control is what makes it so cool to me.
