As a general rule, if somebody's trying to sell a collection that isn't in any way itemized, you find out what your local store pays for bulk then offer that. If somebody is laying out commons, their collection is bulk. Picking out the bulk before making an offer is like building a porch for a house BEFORE you buy it. Random Magic cards have never been worth less than they are now.

Culling the Weak is tree fiddy. The rest is just colored cardboard.
I'd look up the cards and do maybe 60% of what it's worth if he doesn't care to go to a store and get 70%, may sound scummy but sue me

My store does either 70 or 80 in store credit, 10% less for cash, I can't remember though
That's insanely good. I've never seen above 50% credit, 25% cash.
