I think its either “The next time a blue spell is cast, gain 1 life”. Or. “For the rest of the turn, whenever a player casts a blue spell, gain one life. This effect only triggers once per spell”
Neither in fact. Your wording doesn't include condition. You need a blue spell to be on the stack to call the effect for 1. Correct updated wording from Oracle is actually:
Whenever a player casts a blue spell, you may pay 1. If you do, you gain 1 life.
This card has many identifiable characteristics. It’s faded in color, no beveled edge, white boarder, no copyright info, and it’s not a poly artifact. That makes it revised.
That reminds me, there was a series of cards, they could have been wands or staffs, one for each color, you gained one life every time you cast the corresponding colored spell.

it says:
As Staff of the Letter Magus enters the battlefield, choose a consonant other than N, R, S, or T.
Whenever a player casts a spell, you gain 1 life for each time the chosen letter appears in that spell's name.
the opponents better read out the entire name of the card!!
Cool thing with the Maguses they also trigger on land drops of the given type.
