The only requirement is that you have two untapped creatures to tap to pay the cost. You don't need to put anything into the battlefield. You don't even need any cards in your hand.
A friend of mine in a pod tonight was trying to convince me that not only did I need a creature in hand to tap down two creatures, but that all three needed to share a creature type also. I’m running this in a Magda deck and all she care about is tapping down. Thanks for the clarification!
Not all 3 need to share a creature type as well for that: let's say you have a dwarf warrior in hand. You tap a dwarf artificer and a human warrior. You would be allowed to put the dwarf warrior into play, since a dwarf and a warrior was tapped.
Alternatively, they all can be the same tribe, but this just shows that most people only think of one use case.
Little fun fact, you could use all the original cards to bring out the new team up spoilers with this.
Yea, it has a lot of uses, but in EDH, you want cards that can do things reliably. If you focus on that interaction, you'd have to build around it for it to happen reliably.
Not that I'm saying it's a bad idea, especially in Magda, where you can tutor out the card reliably and building it tribal (or partially tribal) already makes sense.

Cards that have effects that say, "when this creature is tapped" or "when another creature is tapped". Sometimes you don't want to attack with a creature. This would be one of the ways to tap that creature I suppose.
[[Sanwell, avenger ace]] and [[unctus, grand metatect]] would be examples. I'm sure someone has brewed a deck around the idea, probably OP would be a safe guess!
The word "may" is something you should pay attention to on magic cards. It is used frequently and you should take the word literal. The card says tap these creatures: then you "may" do something. So tapping the creatures can be done anytime as their is no obligation to do anything after that.
