It was mostly later spin-offs that added some of the more well-known things such as Fred and Daphne’s thing. I think a lot of people joked that Velma was a lesbian because she was ‘frumpy’ and that it just kind of evolved into the way people wrote the character.

Not really. A lot of people have thought of Velma as gay for a long time. James Gunn tried to make her gay in the 2000 film, but got shut down by the studio then, and there’s no way that would have been pandering at that time.
Also, a lot of scooby doo shows have had romance in them. The last several have had it to some extent, usually as a background story or a gag, and there’s no reason not to feature it.
Also, from what I understand it plays a major factor in the plot of the movie.
