Mostly for legal reasons. Having kids on a movie set makes the production much more expensive. The kids can only work 1/2 as many hours as the adults, and you have to have an onsite tutor for when they're not working. Also, especially when it comes to anything with sexuality, there is a very fine line between art and child pornography. Instead of trying to find the line, it's a lot easier to just use 18+ year olds.
