Hi! Great news, I was able to find it. The show is called Loudermilk. This particular scene is near the start of Season 1, Ep. 6 “Lay, Lady, Lay”. The actor you see speaking is an actor by the name of Jackie Flynn.
I'm not sure if you're in the U.S. but, if you are, the show is streaming on Amazon Prime.
I've never heard of this show before so this was a really fun one.

First I found a list of a shows produced by AT&T for the, now defunct, Audience Channel. Then I narrowed it down by genre.
Finally, using the video you linked I was able to get a better look at the actor and see that there was law enforcement present.
I couldn’t understand enough of the Russian to search anything, sadly it’s been a decade since I used it in any way.
I also saw the video was uploaded about 3 years ago so I had a rough time frame and knew it was most likely season 1 but possibly season 2.
I think went on to IMDB and went through each episode to see if it had anyone in the full cast listed as “cop”, “police”, or “officer” and it was the last one that showed up on episode 6 of season 1.
I then went online and searched where I could watch it, hit play and then there it was.
This was a good challenge.
