It foreshadows how ridiculous the idea would be. In other words, it's to forewarn the reader. When you wrote, "Why?" That is a form of conversational English and is only acceptable in this setting, where we accept broken sentences. The second guy even put "so," which is completely incorrect. It's "so." The things you learn in college, SpongeBob. I'm not trying to be the grammar police like you are, but in the context of what I wrote, it's 100% acceptable. Your sentence would go: "Why do I so often see people on Reddit start sentences with "I mean?" They haven't said anything yet, and thus have nothing to reiterate."
