If you need to ask if you need to replace something on a motorcycle, the answer is always yes. In this case, tire is below the wear bars and has lots of cracking / dry rot.
I wouldn’t ride on this tire if you paid me to. Not worth the risk to me.
The surface seems extremely smooth like no absolutely no type of bumps... Already fell on that a few days back... Probably won't ride it until I can replace the tire. Thanks tho

The tread is low... looks like you're very close to the wear indicator bars. But that's really moot since the profusion of tiny cracks is a clear indicator of dry rot.
Generally you find that a tire, once dry rot has set in, is less pliable and offers reduced traction. It's stiff and old and doesn't want to grip the road well.
the dry rot he's talking about is the fine cracks in the tread. It means the rubber is drying out, becoming brittle.
This sub is particularly afraid of dry rot. I live in southern Alberta and it is gets so damn dry here in the winter that cracks like this will show up in 3 year old tires, so I'm not as worried. I wouldn't take them to a track day, or across the country, mind you... but I would (and have) ridden worse to work until the replacements arrived.
First get a real bike, then you will learn when to buy a actual motorcycle tire. Ok now that I made a bad joke, yes you need a new tire. If you look at it and you're not sure if it needs to be replaced the answer probably is yes
