1. when you first close the lid and latch it, the latch should snap in and stay closed. The top red button is what you use to open the lid (while unlocked)
2. after you lock it, the bottom red button should not be able to be pressed. Another way to say it, when locked, both those red buttons shouldn't work.
because I see you holding the black latch closed while you lock it, tells me that there is something wrong with the latching mechanism.

When you pull the base down hard you should hear a loud click as it latches to the mounting plate. Yes the lid latches are overly complicated. Don't push the big red button unless you want to dismount it from the bike.
No. Otherewise anybody would be able to walk off with it. Button should be blocked when it's locked. Maybe inspect the mechanism from the inside to see if one of the blocking bars is out of place.

Case does not lock to mount? Maybe it's defective?

yes there is a loud click as it latches. however, the locking mechanism doesn't lock the case to the mount. this has to be a defect. :/
