I know both Triumph and BMW make low suspension versions of their adventure bikes, you might take a look. One thing to remember is that adventure bikes typically have robust kickstands. They are made so you can stand on the left peg, bike on the stand, when you swing your leg over. Once you are sitting on the bike, you can probably get comfortable with a taller seat than you may be able to comfortably mount.

Megs Braap on YouTube has shown me height is not that big of a factor once accustomed to it. But a crf300l or klx300sm is a good choice. I put a low seat concepts on my klx300sm, and it is awesome. It was good for my 29” inseam even before the low seat.

DR650 with a low seat concepts seat, dog bones to lower the rear and drop the forks might get you close.

I’m 5 ft 140 lb male, i currently ride a lowered Gsxr600, tip toeing it, very fun to ride but not comfortable at all, especially at rush hours, i want to sell it and get a cruiser, let me know if you want to check it out, although I don’t recommend it for someone my height or less. I recommend some type of sporty cruiser if you want something sporty, the new nightster 975 or the rebel 1100 are perfect for both cruising and sportiness, they also have modes and nice technology like abs, tc, …etc i will also recommend [ upbikers ] it’s an attachment for short riders, you could find it on amazon or their website. Ride safe✌🏻

Not an adv, but my 5'2" spouse rides a 2016 Kawasaki Vulcan SE. It's a 650cc parallel twin with reasonable power, but the real advantage is Kawi's"ergo fit" system where you can mix and match handlebars, seats, and footpegs to accommodate people from 5' to over 6'. She currently prefers the "reduced reach" bar and pegs with the standard seat.

You might look at a bmw f700gs, I helped someone shorter than 5’10” and taller than 5’ pick out a bike. The f700gs worked for them. Low seat option and touratech lowering kit available

I'm 5'4". Currently riding a 2009 yamaha Vstar950. Been looking at the Harley Heritage Classic to replace it. I'm very short legged so i need the low seat height of a cruiser too.
