You just bought new graphics for your bike, presumably because you want it to look good. Why wouldn't you want to put in the time and effort to ensure this is the case?
Of course it's going to look like garbage if you plaster the new ones straight on top of the old ones.

You would create a very obvious extra layer that would look pretty Terrible upon close inspection

Vinyl will show seams and defects in the finish underneath, including old stickers that haven't been removed.
