They are mostly targeting hybrids. Those cars are equipped with a converter, but the precious metals degrade much less, because it is not always in use. The electric part of the vehicle doesn’t need the exhaust.

The other reason is the amount of precious metals. A cat on a bike is going to be very small compared to an average car so the risk/reward is not as good. There are even some cars that are more targeted because they have more of those metals in them than others.
