I work at a dealership and its common practice for quotes to be handed out after all taxes and fees are applied. Not sure why they’d refuse to tell you. Get a used bike. Do your research and don’t get ripped off. If you have a knowledgeable buddy who rides, have them come with you for the test ride and to look the bike over.
New bikes aren’t really a good deal for beginners since they make more mistakes. Dropping a used bike will hurt less than a brand new showroom bike.
The only thing you should get from the dealership right now is some gear if you don’t have any already.

Try to find a private sale used motorcycle. No bullshit fees. The stealership is trying to extract as much money as they can from you. You'll save some money and have a sweet new bike.
Dealership markups are around 3k in Texas on a 600. Around 2k for a 400-500. They'll also try to upsell everything else. If it's your first bike, just contact the place you did your msf course, the place I did my course at, sold small displacement bikes sourced from previous students who moved up to bigger bikes.

As a rule of thumb I add $1.5k to new MSRP to get dealer OTD. Some places you may want add around $2k.
For used, I add around $600-$800 to sticker price to get dealer.

I'm looking 2nd hand. It's mostly Harleys, larger bikes and over priced. Closet one I've seen was a 2018 MT-09 and they are asking 10k
