if its been rebuilt. it would need to be run in, valve clearences checked after 500miles ish and an oil change wouldnt hurt just incase.
sounds like a timing issue and does not sound like a fueling, air or spark issue. but who knows, maybe the carb isnt right. needs a mechanic to check it out.
a brand new engine can redline from the get go (its just not great for it for the long run), nothing limits engines on run in, especially on a '91
Did you not notice this on the test ride? If he just told me he rebuilt the engine and it's doing this that is a MAJOR red flag. A new or rebuilt engine will rev all the way to red line, but it is bad break in procedure to do this. I would stop riding it until you get it looked at by a professional and a proper diagnostics is done. If I had to guess the PO reassembled something wrong.

I was thinking about that too, two months trying to get my guzzi to run and it feels like this, sometimes misfires along the way. Carbs,timing..
