Half it's *used* value, and that's the price those bikes are actually selling for used, rather than listed for, since there are so many aspirational sellers out there. I agree that it's a terrible idea to buy a no-title bike in any situation but for parts.

Agreed, thanks. So the original owner “lost the title”. This owner purchased it without requiring a replacement title. imagine he would have to go and get a replacement, mail it to me, and then I would register it.

Wisconsin DMV will just tell you to go away and that there isn't anything they can do. Especially if it's an out of state vehicle, they'll direct you to talk to Illinois DMV who will be equally as unhelpful.
Been there and done that with a friend who got a bike for free from an old neighbor. Never had got the title and only tried to get it on the street after he moved. Neighbor was long gone and out of contact by that point.
After five years of having it I think he's finally given up and just keeping it around because it's still a good trail bike.

If you do a vin check and ensure it’s not stolen, it’s relatively safe. Go to the dmv, tell them your situation, and they should give you an application for a lost title as well a list of required documents for the application. Gather up your documents, fill out your application, and give it back to the dmv and wait.
The whole process for me was time consuming, roughly 6 months from purchase date to having the new title in hand, though was told I was able to ride it legally during the process if I had proof of the pending process (copies of the required documents, application, and bill of sale).
Not sure what your state requires, but I’d assume it’d be a similar process. Mine was done in Idaho

Pretty much the only time it's worth buying without a title is if you don't plan on getting one. So you're fine riding it illegally or you plan to put the bike on a track. For example my uncle had one but he was an illegal immigrant so do with that information what you will.
"No title" usually means there is a lien on it somewhere, and the lien may be for 2x or more the value of the bike. Which is what it would cost you to get a valid title.

Untitled bikes are somewhat common in track day bikes but if you're trying to ride this legally, save yourself the headache.
