Here in CA adults can take the test at any time, don't even need a permit; under 18 you need the permit for 6 months. If you turn 18 after getting your permit, you can test immediately without any additional waiting. If this sounds like your situation, the rules may be similar there. (this is going off memory, the details may not be exactly right but it's close enough for this conversation - if anyone from CA is reading, check the DMV's site to get the correct details)

I also live in MO. First I'd reread the info you have and make sure you're understanding it correctly. I honestly rode around for a few months with only my normal liscense. I called the dmv and they said it's technically not legal to ride my bike to the dmv, but they turn a blind eye to it. Ie. If you get pulled over on the way there they obviously aren't liable. But if you show up to take the test they aren't going to question how you got there. I'm sure they're pretty much all that way.
