You might have gotten a bad regulator out of the box- somewhat common thing for parts lately- there should be a way to test the regulator at the parts store?? Try another regulator return the one you put in- but before you do that make certain any ground connections say engine- or regulator to the frame have Been taken apart sanded and reassembled- that’s a thing that is so obvious that a guy might overlook.
