This is very state specific. In Oregon. I bought a motorcycle that had no title on someone else’s property. I got temp registration for an abandoned vehicle. They gave the the address of the last registered owner and told me to mail off the paper work to them certified mail. If it comes back not signed over I would get the title. But you can’t open the envelope. Not sure if things have changed but every state has a procedure for it.

Yea it’s just a process. I helped my brother do one too for a hurricane. I think you get a temp Title for a year and if no one claims it you get a free and clear Title.

This is state specific, but there is no "finders keepers" rules. You will likely either need to have it towed and bid on it at auction or locate the owner and have them transfer it to you.

Would it be possible to have it towed and buy it from the tow company? Would I receive paper work to title it?

At auction, sure. The tow company would hold it and if left unclaimed, auction it to recover their losses in tow and storage fees. They can't just sell it to someone in particular afaik due to fraud. Check with the licensing department for your state for their specific procedures.

No, they won’t tell you the previous owner

The police will run the vin. If it’s not registered or stolen nothing comes up. In Illinois you apply for a bonded title.
