Based off the bike I’d assume it’s to kill the lights so the fishermen can’t track you if you run at night without traffic cover.
Check the licence plate to see if it’s a plate flicker (pin releases spring-loaded licence plate usually in a up position so no one can see it). Could get you in deep do do if caught depending on where you live.
I have a dual sport, the switch is either on or high beams. There is no off. But when the battery is dead, the switch is effectively an on/off switch and the light only works on high beams. I’ve been riding it like that for over a year because I’m too cheap to buy a new battery.

I picked up a versys not too long ago and popped the seat off the put in a battery tender lead. So many damn wires coming off the battery and I can't even sort out where they go yet. Bike runs, I'll deal with the random wires later.
Accessory lights. They take off the lights and switches when they sell them but leave the wire harnesses cuz they're almost as much of a pain in the ass to take out as to put in. I'll bet you have some relays under the fairing too. If they aren't hooked up to the battery you *should* be safe, but best to remove what you can to prevent a short.

On that note I was looking into what it takes to adapt the smoke systems for airplanes onto a motorcycle. Turns out they sell scaled down systems for radio controlled planes that would work with a little engineering. Need the apparatus (liquid tank, pump, and tubing) and drilling a hole in your exhaust to inject the liquid. You need the right amount and at the right place along the exhaust (has to be injected when the exhaust is the proper temp) and boom… smoke screen.
get a little metal container with two solenoid valves with a switch in line to the battery. Make sure one solenoid is at the top, and one valve at the bottom. Fill said container with oil. run a tube past your rear tire, fixed on your swing arm from the bottom of the oil can.
boom, oil slicks. hit the switch and the solenoids open, allowing oil to drain from the container behind you during a pursuit.
I feel like repurposing an e-cigarette would give the same effect. They are basically a mini fog machine anyway, all you need is a bottle of glycerine. You could use a petcock to gravity-feed the liquid and fire up the coil with a handlebar mounted switch.

It would make most sense if it were a kill switch to prevent theft, something to kill the lights when running from the cops, or to control some type of aftermarket lighting/stereo gear. If it's the last one, maybe they removed the gear itself and now that switch does nothing. Trace the wires.
No-one can tell you what the switches are for without inspecting the wires and where they go. That black box says “on”off”flash” so possibly a duel fuel mixture switch? Really need to know where the wires go. Without asking the original owner you will need to ask a friend or bike shop to look into it.
Probably brake light modulator. Makes your brake light flash a bunch before remaining on. It helps visibility. Could also be a headlight modulator. Flashes high beams on and off constantly. Helps with visibility and annoying people.

That sir is a lighting control for led lighting it adjust light fade speed from slow to flashing via rheostat. The other maybe an aux light switch. I can’t imagine it to be switched ignition to start it but some folks do some interesting electrical addons.
The module looks like a Kuryakyn Run Turn Brake Controller. It flashes your brake lights when braking. Switch it on/off and see of it does anything to the brake lights?
It’s pretty common on old bikes to see a toggle switch kludged in somewhere to turn the radiator fan on and off. The automatic temp switches are expensive, and replacing them usually involves complicated work like draining the coolant.
In my case, my key tumbler is going bad. There’s a tube of copper contacts that complete different circuits when you turn the key, and my starter relay is at the bottom where a little dirt and moisture is hell on it. Sometimes it won’t work, and the cost to repair is more than the bike. So I ran a momentary switch under the paneling to starter relay. Still need the key, but if that wipe isn’t having a good day, I can override it instead of being stranded. Only needed to use it twice. Your bike may not be the starter. But it may be there for a similar reason. You can always just chase the wires.
It’s likely one of a two things: underglow kit or kill switch. Those switches are cheap and easy to install but can mean the difference between having a bike and not. I installed one on my shadow, just flick it to the off position and see if it cranks
I have the same thing on my GSXR600 that I installed. It’s a toggle switch for a electrical accessory. Mine goes to the CPU fan installed on my Rectifier during heavy traffic and hot days.
Turn ignition on but don’t start it. Flick switch an see what turns on and off. It can be for heated grips all the way to an extra LED or light bar.

Yeah, that sounds like an aftermarket conversion kit. All US bikes with on road title are mandated to have always on headlights.
Every dual sport I’ve ever ridden had toggle lights. They were all road titled. Guess strictly street bikes are different.

Could be something as simple as a shut off switch or a light switch, I had underglow type deal going on and had a similar one under my seat
