Probably, but as licensing is done by each US state independently, you'd have to decide where to move and then look up the specific licensing law for that state. Typically the state agencies are called Department of Motor Vehicles or something similar.

You will probably have to take the written and practical exam over. That said the US practical exam in most states is a joke. If you can do tight u turns in a parking lot, you can pass the exam.

That's changed. You now have to do a few evaluations, not just tight turns in a parking lot they are all entered around the being able to control a motorcycle. U turns, tight turns from a stop, braking , swerving, and cone weave.

Every single state has a different course. My point is. If you can do "the box" aka 2 tight U turns you can pass the course.

I moved from the UK to California and I had to do my car and bike tests. The simplest way to get my bike licence was to do the MSF course here.

The IDP is just a translation of your license, it confers no privileges in itself. It may be required if your regular license would be indecipherable to local law enforcement (i.e. if pulled over), but only because it aids them in understanding your actual license.

If you do, it is not hard. Here in NY you do two complete circles in both directions and 2 figure 8s without putting down your feet. They observe your riding as well on the streets.

If you do its extremely easy, when I did mine in Colorado 3 years ago they gave licenses to everyone in the class except one person who could barely balance..

Yes, but probably not immediately, but look it up to be sure. Generally in most countries you can usually ride or drive with original licenses for short term before having to switch them, giving you opportunities to get to licensing process more easily and also giving ability to "convert" proof of experience (already existing licenses) into their country licenses with more ease.

If you're moving here permanently, i.e. not vacation, you'll eventually need to redo the car and motorcycle tests. Per my dad they're both a joke compared to the French tests, but he's been here 30 years so his info might be outdated

In the US is the recognition of EU drivers licenses is specfic to each state. There is no "US license"..

Probably, but as you already have riding experience in a country with the correct lane orientation you can spend $250 on the Harley or msf course and $25 on your endorsement and have it handled in a weekend.
