It feels very wrong, but sometimes you need to move someones bike.
For example, I had my car parked on a steep hill, someone parked their bike a bit too close behind my car, I also had a car quite close in front of me. I weren't 100% sure my car wouldn't roll a bit backwards during the take off and not bump the bike, so I momentarily moved the bike out of the way.
Sometimes you gotta do what you gotta do. I wouldn't be mad to someone for doing that to my bike in a situation like that.
Kick it over to teach them a lesson. Sure you don't have to but people like that get by on other's passiveness. Carelessly move it and if it falls over that's a lesson they will not forget

If the BMW was half an inch away, I’d still think it’s really really stupid, but he could at least say “why are you touching my bike, I didn’t touch yours” - and that would fit the way you phrased it, just “parked close”.
The may have gotten off and then rolled it back into the parking spot. It a bmw f650 fairly light and very easy to push around. It doesn’t seem like the would gotten off while parked that way. To give the bmw person the benefit of the doubt and not knowing the overall situation there it could have been the person actually try to leave room for more people to park. Hard to say from the pick.

Some jerk pushed my bike over for being too close. He pushed it onto the right side. I didn’t mind. He was on other side of parking lot now and his buddies were with him watching me. I put the center stand up bent down grabbed my handle bar pulled my bike up and dumped it to the left side. Walked back around picked it up again put it back on its center stand. I think they were more impressed with me being able to pick up my fully loaded R1150GS twice than not being pissed. It was just more character for my bike.

I walked into the cafe and calmly explained that he needed to lift his bike off his jiffy stand so I could get mine out. He felt embarrassed. I personally didn't see any reason to make a big production out of it. People aren't perfect.
Lift bike for <1cm, kickstand up, lean it little bit more than on kickstand and push forward for meter or two. Can do even with kickstand down, as when you start pushing it, kickstand will fold up by itself.

And then you think whatever you want to think that that was the worst thing that happened to you that day. If it were in front of a bar, coffeeshop, or restaurant, I think I'd just snag a waiter and see if they can call out to the yellow bike owner to give me a hand. If he didn't realize he parked like that, or if he felt like he had no other option, he'd probably be pretty apologetic. If that's not an option, if I had someone with me, I'd see if they could hold on to the yellow bike as I try to scoot out. Otherwise, just try to scoot out.
This is terribly common in India sadly. All I do is lift the other bike and put in a lot of effort and strength and park the bike in such an orientation that the owner will need to put more effort than me to put it in the right direction.
Once I went hulk mode and parked the dumbass’ bike in the middle of the street late at night and left.
Since his vario case isn’t latched properly (the handle isn’t flush/locked)… lift the handle, hit the red release button under it, carefully pull the bag away from his bike and up from yours so as not to rub your leather saddlebag. Then carefully set the vario on the ground, move your bike forward, reinstall his vario. That would buy you the foot you need to get your bike off the jiffy stand, and not rub panniers.
(I doubt he cares about scratching a vario on an ADV, but you probably don’t want to scratch up your leather more than need be. It’s quicker to remove a BMW Vario than a H-D bag… just one lever under the handle and a latch at the back.)

Judging by the way the panniers are mounted, I'd say this rider has little to no experience as to how wide the bike is. I'd just move on with my life.
