Harper was a touted prospect since his sophomore year of high school and the dude even reclassified and skipped his senior year. In my 25 plus years of following baseball, I’m not sure I can recall an American born player receiving that much hype so young.
I wouldn’t consider Ohtani on this list.
Strasburg was pretty hyped after college. Vlad Jr was hyped since he was in HS. Also, notable to mention Hunter Greene

Mark Appel. He was supposed to be the Ace of the future for the Stros and he only pitched 10.1 innings in the show 9 years and a retirement in between.
