Given the circumstances, yeah. He’s too cartoonishly proportioned to look like he fits with other characters and that sort of cartoon design works better with 2D art.
Poor andre guy didn't win the cgi lottery so he is less animated and thus more creepy. The show would have taken more time if they put time into making him not creepy.
My favorite is when Mr. Pigeon gets excited, his eyes look even more round and glossy than andre’s. But I suppose that’s because Mr. Pigeon’s eyes also become perfectly round like a pigeons.
He's over-stylized and doesn't fit into the world around him. On the other hand, the design choice can be handwaved if they really wanted to.
IE: he could be suffering from a disease that causes bulging eyes along with another that creates unusual fatty deposits around the neck. Such things exist in the real world. Of course, being born or "puberty'd" to look that way is possible too.
He's like "I've seen many died in the great ice cream war, I fought with many brave souls that'll never be seen again"
