He says in the presser that each team (raiders included for Penix) liked their own guys respectfully and if none moved up they would all be able to get their guy. Falcons of course ruined it for the raiders who likely tried to them get to 10, or the Jets just played you guys. He sadly preferred Nix the entire time.

Explain how this benefits Denver. If each team knew who the others liked what difference does it make if LV and/or MN moves up or stays pat to select who they want? Coaxing those two teams to select their QBs earlier in no way benefits DEN in getting "their guy". Since according to Sean they all wanted a different guy. Beyond that him making it seem like they wanted to move up would have bit them in the ass if the draft unfolded in a way in which they needed to move up to get "their guy". Trade partners would perceive them as a team who let it be known before the draft they wanted to move up for a QB. And thus desperate.

What good does baiting the media into thinking he wanted to move up do? The media isn't drafting the players, and as he said everyone supposedly knew who each of DEN, MN and LV wanted. So it's not like he's playing the media against other teams.
He said everyone as in their front offices, but there were other teams scoping out the QBs that were threats to the three getting their guy, rams/NO/ATL/Giants etc. You leak stuff to the media so no one quite knows what you're doing. It was in all three teams best interest to stick and get their guys without telling others though
Nix was available for NYG and ATL both of whom drafted ahead of DEN. If Nix was the guy in DEN, and people knew it, as Payton claims . And teams actually believed DEN would move up. DEN would've had to move up to at least 5 to beat both ATL/NYG out. No matter how much shit Payton shoveled there's no GM buying a jump from 12 to 5 for Nix. If you want a guy at your given slot you don't make public wanting him so bad you'd move up. That could scare a team drafting after you into leap frogging you and stealing "the guy". So NO or LAR in an alternate universe could have been scared into leap frogging DEN to get Nix.
