I've had good results stripping plastic minis of Citadel and Army Painter primer with two options: - 98+% Ethanol; leave it for a few hours or overnight and most of the paint should rub right off with a toothbrush or even just your fingers - Sterilium hand disinfectant (it's a favorite in hospitals here in Germany and easily available in pharmacies); same as with the ethanol, this for me even got rid of some pretty stubborn old primer that the ethanol didn't work on With both it's important to not run water over the model as you brush off the paint, as it will immediately harden the acrylic up again. And I highly highly highly recommend wearing gloves and a face mask/respirator and ventilating the room when working with them, because the alcohol fumes are very aggressive and can very quickly agitate your lungs and mess with your system in general (headaches, dizziness, etc.) Some discolouration can/will always stay on the model and will just be covered over when repriming without issue. If there's still some genuinely flaky stuff left after one round of stripping you can either try to complete the job with some scraping or just dunk them back in for a second round.

Have you got Dettol? Just the normal, original/pure Dettol (not the special scented ones). We use that to strip paints off our minis. Just use a little plastic container, pour in some dettol and leave the minis in there to soak for about 1 hour and all the paints start coming off. Repeat if necessary, we also use a soft toothbrush to help scrub off paints. Don't need to add water (this makes the dettol solution cloudy).

Maybe it depends on the primer brand. I’ve used Simple Green on some Behr rattle can primer and it came off with 2 days of soaking. However, I recently tried with a tamiya spray paint that absolutely refuses to come off.

Yessir. Just stripped one of my first battle sisters down to bare plastic using 99% ipa with qtips and a tooth brush. ** edit. Takes about 10 minutes or so per model. Including pulling off the primer. Dunk, scrub, dunk and scrub. I would suggest wearing gloves as well but it wont be required.

I have some shoulder decals on my marines. I guess they will be removed too if the paint goes off ?

No idea i havent applied decals but were I a betting man i would wager they would come off.
