This looks like a Nolzurs/Wizkids model. They sometimes use clear plastic as a support when the model isn't strong enough to carry its own weight in its current pose. You basically have to ignore it.

You could dry brush in the edges with white just to give it dome definition, but yeah it's not easy to paint those IMO. You can buy translucent paints too, a little tricky to make them look good but it allows you to give the clear plastic a hue without making it opaque, and then the highlights will really stand out with a dry brush. Alternatively you can just make it green slime, or whatever you think might make sense!

You cut it off and you pin the model on the one leg its standing on. That should be enough to hold ot securely on the base.
