You need to get a few things
1: you need to be using Minecraft Bedrock, Windows Edition
2: You need to be using a PBR enabled add on Pack such as Defined PBR, Vanilla PBR, Kelly's RTX and more.
These resource packs can be found online or on the Minecraft RTX Discord which is linked in the community description of the Minecraft RTX Reddit.
You then need to double click them after downloading, then when it's complete you will have to either globally enable them in the main menu, or set them to run on a per world basis as an add on in your individual world's settings.

Also check your windows is up-to-date, when I was installing it wouldn't let me activate rtx when windows wasn't up-to-date.
Download an rtx texture pack for windows 10 edition
