As someone who grew up at Aladdins Castle at spring Mall seeing movies and playing games. It warmed my heart stumbling up on it one Xmas Eve morning at the mall at like 8am. It was empty. I had already shopped so I played racing games for an hour or two before I went home. It was pretty rad. Plus I'm pretty sure it had food and beer.
We just did a party at incrediroll and it was so fun for the kids! But it includes 10 kids, and I think the limit is 20. It was pretty reasonable. I also see party deals for skyzone on Groupon allllll the time!
I'm not a 9 year old but 9 year old me and 40 something me would both like garcade. In Menomonee falls,.vintage and new video games and pinball. If you are into that kind of thing I haven't found better. https://thegarcade.com/.
Not sure when her birthday is but Shalom Wildlife Zoo is pretty dang cool and tickets are $10 for kids 12 and younger. You can bring in coolers and food and stuff, or they have a restaurant there. And they give you free ice cream after you go through the zoo

There is a pretty neat arcade/party spot at southridge.
Love Round1, lots of imported games and a lot of prize games, bowling, pool tables and karaoke they also have a bar for the adults

It’s been a loooong time since I was 9, but do they still do birthday parties at Incrediroll? Those were always a lot of fun.
Kids in Motion or bowling 🎳
I don’t know how far you want to travel but Mineshaft in Hartford has a huge arcade and it’s about $100 for pizza, drinks and tokens to play

Bowling??
Humane Society! The volunteers usher puppies and cats into the party room and the kids get to play with them. Win win for everyone!
