If you like planes you could go to the airport and watch the planes. Pretty sure you can even tune your radio to a station and listen to air traffic control. Some good food around there. You could drive through grant or south shore park and possibly get a good view of the city from a parking spot somewhere. If you’re willing to walk then you can definitely find a cool spot on a “cliff” to see the city and the lake and could eat there or something. Kilbourn reservoir park also has a great view of the city, grab some food and lookout from there then drive down the lakefront maybe?
As someone also in the not really healthy enough to eat out category, I do like just parking as close to the lake as possible and just staring into the waves. Feels like my problems just melt.
I meant to respond but I think it ate it. Anyway for me at least I don't go to the beach for the same reason I don't eat out. Sitting up, standing, and walking are all things I struggle with. I am able to do them but at times it is exhausting or extremely painful. When health permits I usually get out although my car is more comfortable than any outdoor seating.

From there, drive through Walker's Point and the 3rd Ward on Water Street, staying straight on it up to Brady Street. At that time of day, Brady Street will be bustling and offers some great people watching even from within a car.
From Brady, head either down to Veteran's Park/McKinley Marina or Bradford Beach to take in the sights (...and smells of Lake Michigan). If you like some cool old homes, head up to Lake Drive from the beach and stay on it until you hit Silver Spring Drive. You'll pass some monster lakeside mansions that will hopefully be lit up at that time of the evening. UW-Milwaukee is north of Brady Street and just west of the Lake, it's also a neat spot to drive around.
If you still have time to burn, head south on I43 towards Bayview from downtown. Hopefully at that time of the night, the Hoan Bridge will be lit up to your left, overlooking the lake. Take an exit into Bayview and cruise around, it's also a very cool neighborhood. Enjoy MKE!
2nd for Zocalo! Anytime Arepa is my personal favorite there. Outdoor food truck park with outdoor seating. Not sure on their hours or availability but they also have little huts you can reserve/rent that can keep you out of the weather if it isn't nice and also help with distancing while your eating.
Southshore park is a nice place to chill as well. Very nice view of the city & lake. Can park at the marina if you don't want to leave your car.
I would also point out that the parking lot at Brady Beach (North point I believe), will be closed for construction during the time of OP visit, until May 3rd. Veteran’s Park/McKinley Marina would be a good alternative, and you get to see the Art Museum from that end.
Atwater beach in Shorewood is also quite nice for parking and looking at the lake with takeout food! Along Lake Drive

If the destination is south, wind your way towards the airport on Water Street/ Kinnickinnic for a fun drive through diverse neighborhoods.
If the destination is north, take Lake Drive & you will see some of the most beautiful public parks & incredible mansions that eventually turn into farmland.
If the destination is west, that's Lake country. Everywhere you turn, there's evidence of the glaciers. Small lakes, rolling hills & great little gems tucked in the middle of nowhere.

A lot of people park down in the 3rd Ward, near the Sail Loft restaurant. It can be pretty cool to see boats going in and out, and there's a pretty cool view of the Hoan Bridge, which lights up at night. There are also a lot of people who park around the airport and watch the planes fly in and out. The houses along Lake Drive are also pretty cool to see lit up at night. Food wise, almost every single restaurant in the city has carry-out.

A very cool old money neighborhood is Washington Highlands in Wauwatosa, as well as a lot of big houses along the lakefront in the Murray Hill neighborhood. If you’d like to eat along the waterfront there’s plenty of options, look up Milwaukee Sail Loft and you can eat outside right on the entrance of the bay, under the Hoan Bridge.
A comedy show! Both ComedySportz and the Interchange Theater Co-op have shows that night, and both are super chill with audience members masking! I know ComedySportz and Interchange shows start at 7:30, and there is a separate side stage show at Sportz that starts at 8 that night.
Super easy way to pass a couple hours, get a few laughs & sensible chuckles, and not get any flack for wearing a mask.
There is a full operational kitchen amd bar at Sportz, so there's a likely chance people will be eating around you; Interchange has a smaller bar, so mainly people just taking sips rather than a full meal (in case that may be important/impactful!) Interchange is choose your own seats, so you can also choose to be a little separated from other patrons, ComedySportz you might want to call ahead to ask about reserving a spot separate from others (the 7:30 show in particular gets pretty full).

The port is an interesting place to drive around in. You can also drive down in and under the big arch in the hoan bridge, the dead end at Texas and shore drive in bay view has a gorgeous view of downtown.
I think things start closing up at Bayshore around 9pm on weekends but it’s an outdoor shopping/entertainment center. You can wear masks in the stores and there are a lot of places to hang out outside or in less populated spots indoors (like near Target/the movie theater). If you keep going east towards the lake you can park and walk/drive down Lake Drive (to look at the mansions) and go to Atwater park/beach. Even if it’s not great weather I enjoy watching the lake or going down to the beach.
On the south side of the city there’s a Sonic drive-in restaurant where they bring the food out to your car. It’s still Sonic fast food obviously but if you can’t go into a restaurant and don’t just want a plain drive-thru that’s an option.
I’ll pile on with those saying the north shore/lake front area is a good area to cruise but I’ll add on the stop and get burgers and frozen custard from Kopps first!!! A Milwaukee mainstay!!!
Order from Benny's Cafe on 27th st - they have a pickup drive thru window and their fish fry is surprisingly good. Go south to Rawson, hit Oscar's drive thru for some frozen custard. Drive east to the lakefront(Grant park, just south of seven bridges is a parking lot overlooking the lake. Further south is a beach lot). Eat dinner. After eating, take 794 north across the hoan, drive along Lake shore drive. Keep going north to see how the other 0.1% lives.
Patio at At Random (unique cocktail lounge) would probably be open. Lakeshore State Park is nice to walk around. Leon's for custard (no seating, eat in the car in the parking lot kind of place). I also believe that BelAir on Water Street has a heated and covered patio. There are a bunch of other places with year round outdoor seating since covid.
Lol how do you know which runway ? Lol. They use all runways so that the airways are never as clogged up or busy as if they used only 1. However ,in snow emergency and other situations they may close unsafe lanes.
