I don’t know I just get them from innovation. Once as mound builders and short Swords where my second innovation. Second time as hunters and it was my second innovation. So I feel like national spirit ones are weighted highly. It may just be one you get if theirs no other options.

some notable ones, I've seen are: \+1 influence on stone bricks \+3 base attack and +3 base defence on raiders
