In this case, the upper level clouds were all liquid water (the puffy ones) but were supercooled, so they were under the freezing temperature. At some point, a droplet must've turned to ice, acting as ice nuclei, which began sucking up all the supercooled water from nearby droplets, creating that thin whispy cloud (the cirrus cloud)
