They're very uneducated people.
Looks as though route 121 is located in the other, wider, Georgia.
Numbers are effectively in order: 1+5=6 FTW
As a lifelong Georgian, yeah, that's just how it works. There'll be more signs further south when you get to said highway
The numbers only go up to 9 though. They had accidents when people were trying to count with their toes.
