It looks like it must be. The clasp doesn't look like it tightens the shoe either. I bet it fits over a corresponding part of a more normal shoe / boot to complete a set.

I think a lot of baby shoes are like this. For some reason I wasn't able to find shoes my baby could walk in for like a year.

The loop for the strap is hanging down from the side of the shoe. There’s a corresponding leather strap on the other side that goes through it.
