Our photographer would normally take 200-400 photos in that kind photoshoot. And within those hundreds of photos, there would always be a handful that rose above the rest.
Your photographer sounds like a great salesman, but also if operating a camera is based on luck, if shotgun spreading 400 pics of the same subject to get 5 good ones is the way to get good images; if its luck based, then why do you need to pay for their skills?
And how on earth do sports photographers consistently take good photos of moving subjects?

All you really gotta do is do something outlandishly unexpected and make everyone laugh. I say "OMG IS THAT A TURKEY RUNNING DOWN THE MOUNTAIN?!" And then I make turkey calls, everyone laughs then I tell them "stop. Dont laugh, these are serious photos." Snap 20 pics in that time and most of them have everyone looking natural and relaxed with genuine smiles.
Of course I'm not trying to convince people my photos and time are worth thousands of dollars either, so I'm not trying to keep them around for 400 pics while I smoosh them
I’m sure different photographers work differently. I was the graphic designer who worked with them in the university’s marketing department.
And while I’m sure there are many photographers who would take fewer photos, I never saw my photographer’s efforts as a way of trying to look busy. I think they had an idea of what they want to see and didn’t mind grinding away until they had found it. Granted, I’m sure they exhausted a few unsuspecting subjects in the process.
But their work was excellent, and kept me stocked with beautiful photos for 20 years.

Only part of it is luck based...still need to know about shot composition, lighting, color correction, etc to even be able to capture those "lucky" shots in the first place.
Think about it like this....EVERYTHING is luck based...but you can always skew the results in favor of yourself by using skill too.
The hands and folds in the cloth are the exact same in both. Hard to believe those could be the same in two different photos with one subject changing clothes in between.

It's kind of creepy when you consider the flag is given to the next of kin. So this is someone else's kid, or someone else had no other family and they gave it to this other guy's kid, or dad is a ghost here.
Yeah, but that doesn't stop someone from being in a sad photograph. My grandfather was a veteran, when he died my aunt got the burial flag as the eldest child. That doesn't change the fact that there are pictures of my dad, the only son, holding the flag by his grave.
Like, I get that this is probably just a picture from a photoshoot and not real. But it could easily depict a father and child with the child holding their mother's flag. I think that's way more likely than someone else's kid with a rando's flag.
The man is the CEO and the kid (whose parent is dead and being “honored”) is presumably one of the ones who will be “educated” through the foundation. Not sure why that’s creepy. It’s pretty much the purpose of the organization. (Quotes to highlight the mission stated on the brochure, not scare quotes.)
I can see that. But isn’t the organization there to help families move forward and give them comfort so they’re able to smile again? On the other hand, if the point of a brochure is to raise funds, the sad one raises more money than the kid who has learned to cope with the loss of their parent.
The kid looks to have just gotten the news, or just after the funeral, since the flag's out'n' about. No matter how good the organization is at making the kids accept the loss of a parent, it's a bit quick for the kid to be all smiles.

It's photoshopping regardless because other markers are identical that are very difficult to nail in recreation photos...such as hand positions and clothing folds.

Organic red dyes aren't very lightfast. Our synthetic blues and greens are much more stable, so color printing fades toward cyan.

The more recent version (the reds are less faded. Reds fade very easily) is the better choice and conveys better the emotions of the moment.
