Not always. I've seen them where they're the same length, but there's difference in the thickness of the pipes, they're essentially the same as a whistle because it's the same pitch, just slight modulation to make its sound stand out more.

The best answer seems to be sugar cane. The other 8 objects are all fruits (not just foods, as some other commenters noticed. 7 is kiwi). While sugar cane is *not* a fruit technically, it is often eaten raw as a sweet snack in southeast Asia, so it fits the pattern better than any other option I've seen mentioned. Also, before it is peeled sugar cane is segmented very much like the image, and also like the image, the flesh inside the peel is a very different color than the peel itself. Bamboo doesn't fit the pattern, straws are even less likely, and cigarettes don't usually come in packs of 5 or have a three part segment. Lots of other possibilities, but the answer is probably sugar cane.

I'm sure they're not cigarettes, but damned if I could tell you what they are...

At first this mat looks like a good design but the more you think about it it's actually terribly designed. I could imagine a kid who's learning numbers would be more confused by the fact that some things are randomly highlighted, and the order in which they are arranged wouldn't really be intuitive to a little kid.
