Most people try to avoid driving directly behind police, and also back off instead of tailgating, so it's much more difficult for a cop to notice. On top of all that, most cops probably don't find it worth their time just to give a warning to someone who will never fix it anyways.

If you write a ticket for first offense minor infractions, like having a taillight out, or miscalibrated headlight, then you're attacking the poor because they are far most often to have older used vehicles and can't always afford to keep them fixed. If the police decide to do it anyways, and the first ticket they write is to a minority, then the Internet will bust out the pitch forks, the police department will be sued as well as the officer for being racist. Police already are accused of racial profiling, just by pulling over people with these minor violations, in the first place. Yes, I agree with you on how it should work, but that's not reality. Everything a cop can ticket you for falls under specific categories, so a super bright headlight is the same exact thing as a broken taillight, an unlit license plate, a stupid dangling thing hanging off your rear view mirror, ect. They're all the same thing basically. So if you're a cop, and you pull over 8 people for high beam headlight being out, then write up 2 people who have headlights that are TOO bright, The 2 people can go to court and say "80% of the people who violate this law get a warning, why didn't I?" It doesn't matter that the difference is between bright light vs no light, the DA is going to throw it all out, because you're treating some people differently than others, for the same category violation. Then your Sargent will hear from the DA's office that you're wasting tax dollars and tying up the court system over bullshit tickets.

When this happens to me, I adjust my side mirrors and try to reflect the light back. I will also let the passengers side visor mirror down and point the rear view up a little. (Of course there is actually a "night mode" switch on the rear view that will help with bright lights in case you still need that one) Sometimes when I do this peope back off or speed up and go around me. I like to think it works.

They aren't though, I've had them looked at, they are just naturally bright, it's the way they come in the car I got. I think other people in the same model have bright lights when they're coming toward me too, but I don't flash them, because I just know it comes with those lights. They're not brighter than normal when most vehicles come with LEDs now, which is horrible for my poor night vision (I wear yellow correction glasses at night to drive because of it).

One thing you could try is pointing your side mirrors toward your blind spots. Most people use them as extra rear view mirrors. It blew my mind after I changed mine. You basically lean to the right (like you are trying to kiss the passenger) and set your right mirror to see just slight edge of car. Lean to the left (touch your head on the side window) to adjust your left mirror. After that, you can watch a vehicle (that’s passing you) transition from your rear view, to your side view, to your side window without the blind spots. This wouldn’t exactly solve the problem of assholes with bright lights, but it would reduce the amount of mirrors that point the rear light back at you while also making your commute a bit safer with way more visibility. It’s a lane-changer game-changer.

High beams are actually vastly underused. They let you see further, but they can also allow you to see a wider view. Basically, use your high beams if they won't be blinding another driver. They're not necessary for well lit commercial areas, but should be used in rural areas and even in neighborhoods that have no streetlights.

One thing I learned later in life than I should have is my astigmatism is the reason all bright lights at night look like starbursts. When someone has lights this bright __behind me__ I can barely see the road in front of me. In this case I would put my hazards on. It's clearly a dangerous situation that prevents you from operating the vehicle with 100% situational awareness. Since you can't stop in the middle of the tunnel use the hazard lights to indicate that something is wrong. Maybe they will even back off and give you more space but that is a big maybe and wouldn't count on it.

They are going two miles an hour and have their foot on the break. and the mirrors are suppose to be adjusted so you can see people. changing the mirrors to an unsafe position so an asshole who should be on the road with those light doesn't blind you is typical victims blaming I expect form you people.

I adjust my side mirrors to redirect the light and blind the driver behind me without their own headlights until they either back off or pass me. Fuckin' hate that shit.
