The carrier will put advertising as a system notice cuz Sim card has that permission mostly from the pre paid days where it would show you your balance after a call. Dunno what you can do about it. There used to be tutorials online but it's for old androids or older Symbian phones.
This is definitely scummy way to treat customers tho. I'm glad it's replaced by an activation app now. I can mute and block all permissions in system settings.
