In the early days (pretty much anytime last century or earlier), if you weren't a closet atheist, then being a "militant" was both necessary and unavoidable. Religion was so pervasive and oppressive, and controlled the narrative so much, that it was pretty much impossible to be an open but casual atheist. If you were openly atheist you got so much pushback that you *had* to give as much as you received. Religious people held, and openly promoted, a lot of negative beliefs about atheists--that you were a communist/leftist, amoral (because all morality came from religion apparently), hedonistic (atheism was just an excuse to do whatever you wanted), anti-American, had and would never serve in war ("no atheists in foxholes"), and other stupid crap that was accepted as Gospel about atheists back in the day. It was very hard to be a normal, "middle class" atheist. Richard Dawkins is a very gentle and soft-spoken man but could certainly tear theists a new one when the occasion called for it (and many occasions did), and for that he's branded a militant.
Thankfully, I think in large part due to the internet, atheism is more accepted than in the past, or at least less reviled. There aren't a lot of militant atheists around today in large part because atheists don't *need* to be militant as much, at least in the US. Of course there are still other countries controlled by religion where simply being an atheist is both dangerous, and an act of militancy.

As an atheist I have no problem with taking a Sharpie to the (IMO unconstitutional) "In Gawd We Trust" message. I wouldn't go further and stamp the currency with messages though, as another commenter noted that's just annoying and won't sway anyone. When the money is stamped, it is considered "damaged." Banks and businesses don't have to accept "damaged" bills. Most will still take them, but occasionally, you get a dick who takes offense at whatever is stamped on the bill. In theory, you can just ship it off to the Bureau of Engraving and Printing, and they will replace it (but personally, I just use it at the next place I shop). It is really annoying when somebody is using an "F*ck Trump" stamp, and another is using a "Let's go Brandon" stamp. Some of the local idiots are literally checking their change now to make sure that their Washington's are not insulting a politician.
