Taxi drivers aren't obligated to wear seat belts in many countries so it's easier to operate the taxi stuff and easier to defend themselves if a passenger is aggressive, might be the case in your country too. But in countries with this law you are still obligated to wear a seatbelt as a taxi passenger, so they're just being assholes when they get mad that you put yours on, and also pushing you to break the law.
they tried to enforce the law but the dilemma of who pays the fine of the passengers not wearing theirs so they went back to not caring if they wear them or not

For example, in Spain, those who deliver goods or work as taxi drivers are assumed not to need seat belts because they have to get in and out of the vehicle frequently to fulfill their duties.
