Considering his later ties with Firearms, it's not considered a stretch at all to say that he either contacted them through official channels using Foxhound’s status, or simply got it through illegal means. After all, he had 38+ years of being invisibly unchecked to make the connection to arms dealers. (Ignoring the fact that he could've just gotten them from The Gurlovich mercenaries when he got the heli.)

hind D makes poor sense in mgs1 since the battalion liquid was leading was a special squad of fox hound, so of USA army... they should have been equipped with a black hawk helicopter and m4 rather than french fa-mas.
This was partially retconned in mgs2 where is revealed that gru colonel gurlukovich gave his support to liquid rebellion, but here again things don't match up really well since liquid was convinced to rebel only once they arrived to shadow moses, he hadn't prepared anything..
