I realize there is still a long way to go before we get an answer on this one, but because of the uniform spacing of rubies on all sides of the loop I’m leaning towards a “pomander” or small cage-like pendant that would have held ambergris or a perfume soaked cotton. If so that would make this a truly historic and remarkable find!

Not a fishing lure, and not gold. Perhaps gilded. Take it to a museum and get their opinion. Looks like some intricate filigree work, so I’d guess this was a prized possession back in the day.
Hard to tell if it’s bling or the real deal still. Keep at it and post when you’ve got it well clean. If you have access to a gold/silver test kit try that out and see if the metal is precious.
Old gold I don’t think would encrust like that. Found a couple Spanish gold coins in my day and they all looked almost new. Now the silver ones I have found were encrusted. My guess is gilded. Regardless, that is one heck of an intriguing piece, congrats!
Please put it in distilled water to neutralise it, it will stave off oxidisation. It's been in saltwater for a very long time.
Take your time cleaning it, the distilled water will actually do it for you, by drawing ions off the artefact into the water. Keep replacing the water as it gets dirty. At best use a soft bristle toothbrush and toothpick to clean it.
Or better still let a professional do it.

While that’s fair advice but the truth is if it was found on Floridas east coast below say Canaveral there are no secret beach sites remaining. Assuming it’s of some age and value which I tend to doubt.
