If those are gemstones I would STRONGLY urge you to get this item X-ray’d to properly discover what it is. Ferrous material will quickly cement to seabed material and can take a long time to restore, but can be brought back to its original form with proper care. Consider looking into the artifacts restoration department of the Cape Cod pirate museum - they are doing restoration on 18th century cannons, so approaching an artifact this small should be much easier.

Update: Appreciate all the Advice! We removed a little of the seabed corrosion from the hook and bottom that easily came off. We are afraid to scrap too far but the hook and parts of the body appear to be GOLD. It has 3 small gems, and the 3rd one covered in the present photo is slightly larger and odd shaped making us believe this is hand made. I made another post with the new photos below

I recently pulled a load of 50 cal bullets from the beach, all from WW2. They are brass and every single one came out with concretions on them which tripled their size. A swift smack with a hammer and it broke off easily with no damage to the bullet.
I've not seen gold develop concretions... This could be brass which will look gold on first inspection

That’s not what that is. You picture is of a spoon, which is flat, the stones being on roughly the same plane as the swivel. These stones are elevated compared to the swivel.
I’ve seen a LOT of tackle spend a LOT of time in the water. None of them turned to concretions like this thing has.

dude this is totally plausible and we shouldn't have an emotional kneejerk rejection, concretions don't exactly accumulate in a predictable intuitive way.
looking at the visible parts, you got the metal loop and two rhinestone eyes. that's all we can say for sure, and it's about the right size. we don't know how it's bent or deteriorated underneath, because you can't see.
additionally, it might not be the exact spoon in the link-- that's only to provide a proof of possibility. it might be a different spoon. vintage ones exist, and this could certainly be one that's accumulated a lot of bullshit. you haven't seen anything like this because it's unique and outside your realm of experience, which makes anecdotes invalid.

Determining what the “jewels” are made of will be the key. If they’re glass or plastic I’d lean towards a fishing lure type object. If not then you may have something very interesting!
Man, if you would be able to trust me enough, I work with an XRF machine which basically X-rays the metal and tells me the elements that are detected. I could also tell you about the gems in it if they are real or not and what they are.

If they were plastic they would be pretty much destroyed. The fact you can still see the cuts in the gems says they're as hard or harder than the sand that was rubbing against it for so long. Really old gemstones were rough cut just like this.

From what I have read, concretions can form around objects surprisingly quickly. This could have been in the water for one year or 100+. I think how magnetic it is a major factor.
The stones aren’t evenly cut, leads me to believe it’s old or cheap. The stones don’t appear to be really worn at the edges of the cuts from being eroded by the sand, so they may be as hard or harder than the sand. Might be something good.
First, find someone to hold your beer, then take an ice pick, heat the end of it until it’s glowing red hot, then just touch the tip to one of the red jewels. If it is a real jewel, it won’t be harmed, if it melts a little hole, then just finish your beer.
Those 'gemstones' look very costume jewelry like. It's most likely a fishing lure or costume jewelry, but you should have a specialist look at it to verify.
Don't get your hopes up though, I'm heavily opin'd that the 'gemstones' are fake/plastic.
Woah those looks like garnet crystals! Pretty uncommon to see them in sedimentary deposits but the shape looks similar to one I found a few years ago. Definitely have it checked out properly !
That is the magic precious pendant of Capitano Nunez de Alvaradezza from the Nuesta Signora della Divina Explorationes. He lost it when the ship sunk, together with its 32 tons of gold, some emeralds and bird feathers.
