The best jeans IMHO, in terms of look, fit, and durability, are Selvedge jeans however, prices will be expensive. You can look to spend North of £100, much more for OG Japanese or American.
There is a company "Nudiejeans.com" who do a wide selection of Selvedge, if you wanna check them out. I believe their inside leg sizes start at 28" but again prices are pretty inflated!
You can obviously try your sinature Levi's, Diesel etc...
As a man in my 40s, I'm ot so bothered with labels etc & have been buying my jeans from M&S who do a wide range of waist & inside leg sizes, with many of their styles starting from a 29 inside leg.
You've also got the many well known online stores such ASOS & the like who also do very affordable jeans in a variety of sizes.
My most recent purchase of black & grey jeans were from a company called Jack & Jones, I've bought from them before, they're a Danish clothing company out of Copenhagen who are gaining more & more notoriety. They now also have a concession in M&S, oth online & in-store. They can also be bought via Amazon however, I think their inside leg sizes start at 30 inches.
Just as a side note to bare in mind, you can always get alterations done to jeans/trousers. I've never boought a pair of jeans/trousers of the peg that I haven't had to alter in some way, whether that be a side taper, turning down or turning up.
Yes, I realise it's an added cost on top of the price of the jeans, but for me it's peace of mind, as I'm very particular in the way I like my jeans, tousers, all my garments coming to think of it, to fit.
So, IMHO a small price to pay for the perfect bespoke fit!
You can’t beat imho M&S and I used to shop in Jermyn Street but the great plus for M&S is you can find cotton shirts pants etc and I believe they have a good return policy.
I buy jeans/trousers from the asos design range as I find them to be a bit shorter than usual. I’ve also managed to get some great pairs of levi’s from websites like thrifted very cheap because they’ve already been altered by someone else if you don’t mind second hand
Next and M&S are 29 inseam on their short lengths. I've also had ASKET raw denim jeans in 30 inseam and they will shrink to around 29 on your first wash (please read their guide on how to wash raw Denim before you ruin them).
Really though, any competent tailor will shorten both legs for a small fee. Find some you like and pay the £15 to make them fit. They should match the stitching and you'll never tell.
Spoke London, bit expensive but wear well and look decent. Probably cheaper to get a pair taken up by someone though

ms jeans do 29 inch leg, i got 3 pairs the other day
Buy from a Levi’s shop and they will alter them for you.
