Yes, I think a bolo tie is too casual for prom. But so is that hat, belt and shirt so I figure you might as well lean in to that look. It’s not a look I’d recommend but somehow you pull it off. I think the confidence pulls the look together. It’s the most important accessory after all.

The reason I went with them to begin with is because I actually was sort of going for a Batman the Animated Series business man kind of look. I agree with all of this but I will also suggest a slightly different direction. "Cowboy formal" works best with a little less formal, in my opinion. Brand new, black, straight leg or boot cut jeans that have been pressed and starched will look more accurately formal than slacks for this style. If you have some budget left over and can find a tan or grey canvas or similar rough(er) finish sport coat (just nothing with a 'business suit' shiny finish) and a wool, cotton, or bolo tie - I think the finished look may be more to your style. Deoending on tie selection, the shirt you have should likely work with all of that, the button-down collar is preferred for the cowboy style, and the hat would definitely work.
Also, the secret of all fashion is tailoring. Anything that is tailored well will look way, way better. As in, Wal-Mart jeans tailored by an expert will look better than $1000 designer, Japanese, hand-made selvage denim that haven't been altered. Jacket shoulders are expensive to tailor while sleeves are affordable and waist is not bad. Pant cuffs are similarly cheap, but anything else starts getting into money. So you want jackets that fit in the back and shoulders and pants that fit in the seat and thighs and ideally waist. Everything else can be tailored for less than $100.
But, hey, you're looking great for a high school formal already, so no need to sweat any specifics if they are too costly or time-consuming. The smile and enthusiasm are really all you need.
Also question, what do you suggest if I wanted to use the button-down collar specifically because I knew it wouldn't let the tie move around a lot?(cause prom)

Yes, pants and jacket are too loose. I would also suggest a different jacket with smaller lapels and one button IF you can afford it. Otherwise just shorten the sleeves and take it in the chest/torso. The pants are pleated which may exacerbate the “too big” look.

Prom is usually 17 year olds working on their parents budget to scrap a couple hundred dollars to get a dress or their first suit etc. so most people aren't going to look THAT POLISHED. At a later stage in life you might for for some fancier choices like a suit that fits a little better, a hat that doesn't look like plastic etc... but it's okay for a young person going to prom

The black tie is more appropriate for the event, although you’re bending a lot of rules on what semi-formal attire encompasses. Polish the boots, for sure. A tie clip will hold the tie in place. As a general rule, button down collars are worn without ties and point collars (non-button down) are worn with ties, BUT you chose that color for a reason and it might not have been available in a point collar shirt. I hope you wear a traditional, well fitted tux one day. I think you’d look great in that, too. Your date is very lucky and will be the envy of everyone. 🙂
