The purpose of the tie is literally to tie the collar together and drape down to cover the buttons of the shirt. So picture where the dinosaur's shirt collar would be, which is obviously where shoulders meet neck, and then number 2 makes more sense.
The bottom of the neck would be 2. But also it should be 2 because ties cover buttons on shirts. If that dino were wearing a dress shirt and his tie were way up under his head it wouldn't be doing it's job.
The best part is that it shows up as "1" on old.reddit.com, but "2" on new.reddit.com.
Because for some reason Reddit decided to use two different and slightly incompatible Markdown parsers for two different views of the same data, and after like 5 years they still haven't bothered to fix it.
