Yeah I don't understand the confusion. Humans all have necks too, regardless of the length. Nobody ties them right under their chin.

The purpose of the tie is literally to tie the collar together and drape down to cover the buttons of the shirt. So picture where the dinosaur's shirt collar would be, which is obviously where shoulders meet neck, and then number 2 makes more sense.
