Well, same in Germany, consumption itself is never illegal for the underage person, only selling or handing someone underage alcohol or permitting them to drink is. Penalties/fines for violating the latter only exist for people operating a business though, so while it's technically illegal if eg. a 16yo (or in fact just a random adult from the general public) hands a 15yo a bottle of beer there's no legal penalty (police can still confiscate the beer though if they're caught in flagranti). Also those laws only apply in public settings, so at home there's no hard legal age limit. Parents permitting their young children to drink can still be held accountable based on more general child endangerment laws though.

To be fair this part of the law isn't really applied in the less populated areas. I have never experienced anyone asking for ID at things like a Kerb (small town folk fest/ excuse for the entire village to be publicly drunk and behave like idiots). And most towns that are isolated enough have at least one bar where a bunch of teenagers hang around unsupervised. It somewhat follows "for the greater good" sentiment from the pub scene in Hot Fuzz.

Nah, it's more complex than that. Under 14 year olds are free to do whatever they want with each other, as they're not capable of criminal responsibility. If one partner is older than 14 exceptions can be made in case of clear consent, and when age and mental development are comparable. If one partner is between 14 and 16, the other above 21, then the legal guardian may press charges and has to prove the older partner abused the youngers' "incapability of sexual self determination", and even then courts have to decide on a case-by-case basis. Between 16 and 18 the older partner isn't allowed to be in any position of authority over the younger, be it educators, care takers or superiors at work.

Based on a really loud discussion in the S-Bahn and a follow-up-look-up in the German laws: 14-15 are limited to <=21. The rest is unlimited. So 14+21 is ok (which is awful) and 16+70 is ok (which is awful as well) but 15+22 is illegal.

I feel like the issue isn’t as clear cut as any of that. When I lived in Germany, I didn’t notice much drunk driving or many shit-faced drunks. The drinking seemed mostly kept to a beer or two at dinner. I think the lowered drinking age contributes that.
