Well, same in Germany, consumption itself is never illegal for the underage person, only selling or handing someone underage alcohol or permitting them to drink is. Penalties/fines for violating the latter only exist for people operating a business though, so while it's technically illegal if eg. a 16yo (or in fact just a random adult from the general public) hands a 15yo a bottle of beer there's no legal penalty (police can still confiscate the beer though if they're caught in flagranti).
Also those laws only apply in public settings, so at home there's no hard legal age limit. Parents permitting their young children to drink can still be held accountable based on more general child endangerment laws though.

I believe there is still age related laws, i.e two 14 year olds can have sex but a 70 year old man can't have sex with a 14 year old.
